"Report warns that forcing refugees on covert routes could ultimately damage
state security"

Terrorists have faster and more reliable methods of travel than getting stuck
as a refugee, and while many refugees are victims of terrorism they are very
unlikely to be terrorists themselves.  But the worse they are treated the more
that helps recruit terrorists.
