"Scott Smith and his family moved from the USA to the Netherlands and
discovered that despite living in the most heavily surveilled moment in
human history, neither his old country nor his new one can figure out
how to relate to them."

Yet another example of not planning for or being able to handle the
unusual cases - in this instance, people who are citizens and/or
residents of multiple countries.  Even just moving from one corporate
marketing region to another is very problematic if you buy works that
are only licensed for use in one region.
