Poor people don't deserve nice things, because that's breaking the
social rules. They're not living in poverty properly and need to be
punished.
This seems to be a particularly nasty form of jealously where people
feel that their own things are somehow devalued if even the worst off
can have them. They want to feel better than other people, and
therefore need other people to be worse.
